Development
In 2017, Adam DeVoix designed the character Tori was designed as part of a DeviantArt trend called Flipline NextGen, an fan-fiction alternate universe where characters of the Flipline Studios universe (Papa's Pizzeria, Freezeria, etc.) are much older and have had children. Tori was Adam's very first Flipline NextGen character he ever made, initially designed as the offspring of two Flipline characters Wylan B and Perri. At this time, Tori's baseball background was not yet a part of her character, and she simply was a mischievous teenage girl who was friends with Brittany, Cal B, and Belle.
Besides a character profile posted a few months after her first design, Tori was not used in anything by Adam until 2025, where he spun a random wheel of old and current characters to draw and redesign, which landed on Tori. He began the design as a sketch based on a photo reference of a pose, and he found that between the pose he drew her in and the cap she was wearing, something about baseball spoke to him. He decided to go all out on her baseball design (especially since this was a time when Adam was getting pretty big into the Phillies baseball team), and reinvented her as Tori Piper Parker, the batter for the Snallbourg Puffins. He added her middle name because he kept wanting to call her Piper as he was drawing and sketching her.

Tori is a senior at the Tastyville Regional High School. She goes there with her best friend Brittany, who together make up an inseparable duo. Tori's mind tends to wander off, and is often caught daydreaming in class. Because of this, she has a very hard time paying attention to crucial information. She may not be smart, but she is very clever. She's very sarcastic and loves playing jokes on people. Every April Fools, she plays some sort of large and epic prank on her brother Calvin and his girlfriend Belle.

- Tori is a batter for the Snallbourg Puffins, which also happens to be the name of Plainwood's "ball-to-stick" team. This shows another parallel between Snallbourg and Plainwood
